It's "Internet Time"!
A few years ago, Swatch (a Swiss watch company), proposed a new unit of time: .beats. Instead of 24 hours, one day has 1000 .beats. And because there aren't any time zones or region-specific adjustments (ie Daylight Savings), a .beats time is the same across the globe.

Because the Pebble does not internally track time zone or DST, you will have to download the correct version for your region.
